Was it fair of God to harden the hearth of Pharaoh (Christian Today) who hardened the hearth of Pharaoh?

Was it fair of God to harden the hearth of Pharaoh? There are many questions why God did this. If we read carefully we see that most cases Pharaoh hardened his hearth.
